أَلَا إِنَّهُمْ هُمُ الْمُفْسِدُونَ وَلَٰكِنْ لَا يَشْعُرُونَ

Asad : Oh, verily, it is they, they who are spreading corruption - but they perceive it not!9
Malik : Be aware! They are the ones who make mischief but they do not realize it.
Mustafa Khattab :

Indeed, it is they who are the corruptors, but they fail to perceive it.

Pickthall : Are not they indeed the mischief makers? But they perceive not.
Yusuf Ali : Of a surety they are the ones who make mischief but they realize (it) not. 35
Transliteration : Ala innahum humu almufsidoona walakin la yashAAuroona

Asad 9 It would seem that this is an allusion to people who oppose any "intrusion" of religious considerations into the realm of practical affairs, and thus - often unwittingly, thinking that they are "but improving things" - contribute to the moral and social confusion referred to in the subsequent verse.

Yusuf Ali 35 Much mischief is caused (sometimes unwittingly) by people who think that they have a mission of peace, when they have not even a true perception of right and wrong. By their blind arrogance they depress the good and encourage the evil.
